working without a permit in springfield city limits

Apartment caught on fire 3 times now. Once from motorcycle against building, second time was a week later from an electrical, which they told us that the inspector said it was safe to move in, the third time a tenant was remodeling one of the units here and was spray painting the water heater and didnt turn off the pilot light. The dangerous building warning is still posted on the apartment building. Yesterday the inspector stopped here and put a stop work order on the building because the workers working here do not have building permits. There are 2 people still working inside of the units here are they allowed to do so? Is working on rebuilding the outside different from rebuilding the inside? Can i be held to this lease under dangerous building conditions? Can i get my money back? I have had no money deducted from my rent as result of the fires. I went a week without living here after the fire because of no electric and such and couldnt move in when they said i could thats another week and have had them break about 4 water pipes and went 4 days without water. Is this considered illegal? help I need to know my rights

Based on the info you have provided, I would move out. I must say I am not a Lawyer, but I am a Construction contractor, and also a Landlord.
It sounds like your current Landlord cannot make you safe in the facilities he is providing you, That will likely be a breach of contract. He will probably not try to hold you in your lease aggreement, and you can ask for your deposit back, however he may not give it back.
I don't think you can try to be refunded for past rent because even though you do not like the conditions you are living in, you have lived there until now, and he did prorate the time you had to be out of the building.
Besides the city building inspectors, you can also contact the health department, the fire departmetn and if the building is older than 1978 you can contact the EPA with the new lead paint law.
I think he will let you move,

He did not prorate at any time. When i moved in there i paid for the entire month and they said i coulnt move in until a week that wasnt prorated. They never prorated the week i couldnt stay there because of the fire either. Thanks Andy you have helped me god bless
